Ghana has made significant progress in the area of decentralization since the late 1980s, when Government reformed the structure of local government with the enactment of the Local Government Law, 1988 (PNDC Law 207). The broad features of the resulting local government system have since been institutionalized in chapter 20 of the 1992 Constitution and are now operational, pursuant to the Local Government Act, 1993 (Act 462). The Constitution further implores the
State to ?take appropriate measures to make democracy a reality by decentralizing the administrative and financial machinery of government to the regions and districts.? (Article 35(6)(d).)
